Third Shots Fired Suspect Arrested

On April 6th, 2016, at 1:59 p.m., Dubuque Police apprehended Blanch (no middle name) Lumpkins, 24, of 685 Jefferson Street, outside his residence. Lumpkins is alleged to have been involved in the March 28th shot fired incident near 19th & Jackson Streets. Joseph M. Smith, 06/22/90, Chicago, and Demarcus D. Timmons, 03/21/96, of 2017 Washington Street, Dubuque, were both previously arrested for their alleged involvement. Lumpkins was arrested on warrants charging him with Possession of a Firearm as a Felon/Domestic Abuse Convict (Class D Felony), Going Armed with Intent (Class D Felony), and Carrying Weapons (Aggravated Misdemeanor).

Both Class D Felonies are punishable by a fine between $750-$7,500 and up to 5 years in prison. The Aggravated Misdemeanor charge is punishable by a fine between $625-$6,250, and up to 2 years in prison. Lumpkins remains in the custody of the Dubuque County Sheriff’s Office pending his initial court appearance.
